Nation isolation

There are reports that the country will finally be opened. Even if it is a little easier than the strictest national isolation system, the limit on the number of people entering the country is 20,000, and the negative PCR test 72 hours in advance is a really strict immigration regulation.
I myself was infected in late June while I was staying in London, and my return to Japan was delayed by two weeks from the original schedule. Considering the local situation where there is no movement restriction and no awareness of it, I feel that it would be strange not to get infected. Fortunately, it didn't turn out to be serious and there were no aftereffects, but it's good to remember that many people other than myself and my family were swayed. I am grateful to the medical institutions in London, the PCR Center, the consular section of the Japanese Embassy in the UK, the airline (Qatar Airways), Narita Quarantine, and the insurance company (Tokio Marine & Nichido). Although it is a business, I am humbled by the kindness of the correspondence. On the other hand, I felt great frustration and disappointment with the Ministry of Health, Labor and Welfare. In addition to the fact that the current regulations are no longer in tune with the times, the app is unsuitable for supporting infected people from the perspective of the administrative agency, and the ministry's response to referrals is just terrible. There must be many people who feel the same way.
Let's stop talking about the Ministry of Health, Labor and Welfare. By the way, sometimes I feel a little strange. Although they say they are working closely within the framework of the G7, it is completely different from the way other allies have opened their doors. What is this asynchronicity even though it ultimately leads to security?
Is it the result of proper communication with other countries? Did the issue not become agenda? Was it just outside the dicsussion? I would ask , please share the back ground. I am interested in whether it will be Japan passing or Japan bashing. The fear is not criticism, but being ignored.
